Track and fleece-backed pants are warmer and slower to dry than woven ones. For travel and cool mornings that is the useful direction; for anything where you will sweat, a woven fabric is the more comfortable choice.
If the waistband is elasticated with a drawcord, a size that is slightly loose is usually more comfortable than one that is slightly tight, because the cord can take up the difference and a tight waistband cannot give any back.
