Hoodies are usually cut with room to layer. If you intend to wear one over a tee and nothing else, your usual size is normally right; if it is going over a thicker layer or you want an oversized look, sizing up is the more reliable route than hoping the cut is generous.
Wash cold and inside out. Heat is what causes fleece to pill and drawcords to shrink at a different rate from the fabric around them, which is how a hood ends up sitting oddly after a few months.
