Cotton tees shrink slightly on their first hot wash, and the shrinkage is mostly in length. Washing cold and drying flat or on a line keeps the shape you bought for longer than a tumble dryer will.
Check the fit description as well as the size. A relaxed or oversized cut and a slim cut in the same nominal size produce quite different garments, and the cut affects how a top sits far more than a single size step does.
