Inseam length changes the garment more than the size does. A short inseam moves freely and suits training; a longer one sits closer to the knee and reads as more casual. Both can be labelled the same size.
Woven shorts dry quickly and shed light rain; knit and fleece shorts are warmer and slower to dry. Choose by what you will be doing in them rather than by weight alone.
